Reset Certificates

Reset certificates managed by pdfcpu to the build defaults.

pdfcpu certificates reset

Standard builds reset to an empty trusted certificate store. Builds created with -tags pdfcpu_eutl reset to the embedded snapshot of EU Trusted List certificate bundles.
